at 11:11, pokémon have no levels. we use a merit-based system instead, though if we see people abusing this in any way, we will impose a leveling system instead. not all pokémon will immediately like their trainer, and they won't be immediately strong. it takes time for them to learn new moves, except in the occasional occurrence when they are pressed (ie the safety of their trainer) and use a move on impulse.
for the most part, you will be allowed to choose your character's team when you create them. you are limited to one rare pokémon, however, unless you are creating a canon and their team includes more than one rare pokémon (ie clair and lance). if we see too many of a specific rare pokémon or too many people taking advantage of our letting you pick rare pokémon, we will not hesitate to limit them further.
evolution is based on the same merit system; after a realistic amount of time has passed, a pokémon may evolve. realistic meaning if a trainer obtained a caterpie and a dratini at the same time, caterpie would be a butterfree long before dratini evolved into dragonair. battles function much the same way as they do in the games; while traversing a route, wild pokémon or npc trainers may appear to challenge a character to a battle. wild pokémon battles have a chance of being declined (some pokémon may be persistent and follow the character/block the character from leaving), but npc battles must be fought regardless of whether the character wants to battle.
* keep in mind that this is a role play set in the regions of johto and kanto, so obviously pokémon from other regions are not going to be very common. these pokémon are limited to canon characters who possess them, scientists, and high-ranking members of the police force.[/style]
